The secondary schools of the Auvergne-Rhône-Alps region occupy an area of 5.4 million m² and consume 580 GWh of energy / year for a cost of €47 million in 2021. The regional energy targets voted in 2018 aim to reduce both final energy consumption and CO2 emissions by 40%, while increasing the proportion of renewables in the mix to 36% of the total by 2030. Measures have been taken to improve facilities, operations and the energy supply, while raising awareness among the educational community.

 Secondary schools: energy challenges and emergency measures

The region was also prompted to take emergency measures in response to rising energy prices. Schools faced seeing their energy bills double between 2021 and 2022 if they failed to adapt to this increase.

Regional initiatives include energy-saving measures requiring schools to maintain a set temperature of 19°C, to limit the use of domestic hot water, and to generalise contracts including a guarantee of energy performance.

More recently, the region has initiated energy renovations, installed solar panels and canopies in car parks, and set up connections to local heating networks. As a result of all these measures, the energy consumption of regional secondary schools is now 20% lower on average than the national figure. Despite significant improvements, efforts need to be stepped up in order to meet targets. This will involve the use of energy performance contracts and the release of substantial resources by local authorities.

Reducing energy consumption in secondary schools

Against this backdrop, the Idex Group was awarded a Global Public Procurement Performance Contract covering 48 secondary schools in the Allier, Puy-de-Dôme, Drôme and Ardèche departments.

The main challenge is to reduce energy consumption in the 150 boiler plants in the secondary schools concerned. At the same time, Idex must ensure thermal comfort for students, teachers and administrative staff.

In response, Idex maintains optimal continuity of installations, and has introduced an on-call breakdown service. Idex was selected for its expertise in energy management and operational services, and for its ability to provide a guarantee encompassing the scope of the contract.
