The inter-municipal syndicate of the Oise department selects Idex to operate its energy-from-waste facility in Villers-Saint-Paul over the next 20 years.

In Villers-Saint-Paul in the north of France, the Idex group was selected by the inter-municipal syndicate of the Oise department (Syndicat Mixte du Département de l’Oise, or SMDO) to operate its energy-from-waste facility over 20 years. For this project, the Idex group is harnessing all its energy expertise, as an operator of energy-from-waste (EfW) facilities and heating networks and experienced trader on the electricity market, to meet the region’s needs.

The current complex covers 10 hectares and consists of a sorting center with a capacity of 75,000 metric tons, a rail platform, and an EfW facility with two waste processing lines. SMDO specifications plan for the site’s expansion and upgrade by Idex, with the construction of a third processing line.

Objective: decarbonize the region

The SMDO hopes to go beyond simple waste treatment and give its EfW facility an instrumental role in the energy transition, by delivering higher energy generation capacity to supply local district heating networks. It will be a true example of circular economy. With Idex’s €111 million investment, the EfW facility will be able to meet the new needs of district heating networks in the four historic towns in the Greater Creil area: Nogent-sur-Oise, Montataire, Creil and Villers-Saint-Paul. The goal is to connect more than 13,500 homes to the network.

Construction of a third line dedicated to high calorific value (HCV) waste with a capacity of 80,000 metric tons per year

This third HCV line will be added to the current facility, which consists of two high-energy performance processing lines (178,250 metric tons of annual capacity), which produce electricity and sell steam to the neighboring chemical platform and heat to 2,900 households in Nogent-sur-Oise. Scheduled to start operations in mid-2025, this new line will be specially designed to handle the high lower calorific value of bulky waste items and unsorted waste from the SMDO, and recycle them sustainably. It will also give SMDO complete autonomy in managing household and similar waste. A second turbine generator unit, with a capacity of nearly 10 MW, will make it possible to produce a very high amount of electricity. Once the HCV line is operational, the Villers-Saint-Paul energy-from-waste facility will be the solution for the Oise department and the catalyst for implementing and complying with the law on the energy transition for green growth.

Fixed energy prices

With the new infrastructure, the SMDO will benefit from a highly competitive waste treatment cost of €75 per metric ton starting in 2022 and €64 per metric ton in 2023, a considerable decrease from €103 in 2021. The inhabitants of the Greater Creil area will also have the advantage of a very competitive guaranteed heating price of €18.43 per MWh, as the EfW facility will be connected to the district heating networks of Nogent-sur-Oise, Montataire, Creil and Villers-Saint-Paul. The average rate proposed for the sale of electricity is set based on the expertise of Save, the Idex group’s energy trading subsidiary, authorized by ministerial decrees to supply gas and electricity to all types of customers on the French market. It provides Idex with expert, secure and competitive market access to help build high-performance, carbon-neutral energy service offerings. Save has its own trading room to manage and protect the valuation of electricity generation assets through changes on energy markets. It currently trades 5.5 TWh per year of gas and 1 TWh per year of electricity.

With this new contract, Idex has made a number of commitments to SMDO:

  • An efficient and guaranteed electricity price for the duration of the contract, with its dedicated energy trading subsidiary;

  • Guaranteed facility saturation;

  • Optimized financial engineering, perfectly in line with the SMDO’s strategy.

The site upgrade also includes:

  • Increasing rail access capacity to the Villers-Saint-Paul site, with the construction of a third rail track;

  • Creating a river port on the Oise, as part of the Seine-Nord Europe Canal project, to supply input materials for the EfW facility, remove incineration slag, and export materials from the nearby sorting center.
